What is an Ignition Interlock Device?

An ignition interlock is a device that prohibits individuals who are under the influence of alcohol from driving while intoxicated. A mouthpiece attached to a breathalyzer installed within the car. The driver is required to blow into the ignition interlock device before the vehicle will start. The ignition interlock device then determines if there is a significant alcohol concentration in the individual’s breath. If alcohol is detected the device will block the engine from starting. Also, throughout the individual’s car ride the driver will be required to periodically blow into the device to ensure that they are not under the influence of alcohol. The Ignition Interlock device is mandatory for first-time DUI offenders with high levels of blood alcohol content, repeat DUI offenders, those who refuse chemical testing, and for illegally operating a motor vehicle not equipped with an ignition interlock system.

How can I get an Ignition Interlock Device?

In order to get the system the individual needs to apply for the device through the Pennsylvania Department of Transportation (PennDOT).  Thirty days prior to the individual’s eligibility PennDOT will send the eligible Pennsylvania resident an application for the system and a list of the providers.  After receiving the list of certified providers, the driver must take his vehicle to licensed center to have the Ignition Interlock device installed. Click here for information from PennDOT.

What it IILL?

IILL stands for Ignition Interlock Limited License. In Chester County, Delaware County, and all other counties in Pennsylvania drivers who are required to drive a vehicle with an ignition interlock system are also required to get a Ignition Interlock Limited License. The limited license has a red banner demonstrating that the license is limited and also has the type of limitation (Ignition Interlock) on the license. The limited license is acquired through PennDOT through the application process.

Who is eligible for an Ignition Interlock in Pennsylvania? 

  • Individuals with a DUI
    • Are immediately eligible and can apply immediately after being convicted.
    • Individuals who have been accepted into the ARD program are eligible for an IILL on their 30, 60, or 90-day suspension if they decide to have the device installed, however, it is not mandatory.
  • Individuals with multiple DUIs
    • Are eligible for the Ignition Interlock System, but not immediately.
    • Individuals with a 12-month license suspension are eligible after completing 6 months of their suspension.
    • Individuals with an 18-month license suspension are eligible after completing 9 months of their suspension.
  • Individuals who refuse a blood or breath test
    • These individuals automatically lose their driving privileges for 12 months unless they are able to win on appeal.
    • Individuals with a 12-month license suspension are eligible after completing 6 months of their suspension.

How much does it cost?

The individual in need of the Ignition Interlock System is responsible for the cost. There are multiple providers in the state of Pennsylvania. What are the penalties for driving without a court order Ignition Interlock system?

  • Fines
  • Imprisonment
  • First Offense: ignition interlock period extended 12 months from conviction date
  • Second and Subsequent Offense: 12-month suspension and must comply with ignition interlock before they can be restored
